To teach English legally in Korea you must be a citizen of an English speaking country. Korean Immigration considers Canada, Australia, New Zealand, America, Britain, Ireland, and South Africa to be English speaking. If you are not a citizen of one of these countries you will not be granted a work visa to teach English in Korea. In addition to this requirement, you must have a university degree.
