 How can I be fluent in spoken English ?
I am from a commonwealth country, so we learn English from the beginning... but dont get the opportunity to practice much + the government schooling is not the best in my country.
My written english is not bad, but when i have to speak i dont feel that much confident and have to think for the right words and phrases while speaking.... I can always express myself, but have to think a little bit too much to compose sentences in my mind.
I watch english movies and read newspaper and journals, i dont like to read fiction though.... What else should I do ?

Your written English is indeed very good. If you can watch television in English, that might be helpful to you. Try repeating out loud the words the actors say. The same could work with radio. Practice is what will do it for you.

I agree with another answerer that your written English is of a high standard. There is also the good old BBC World Service for aural skills but actually speaking the language can really only be practised with native speakers. Are there any clubs, societies or even cafes or bars where expatriates hang out in your country? Could you do part-time work there? Do you have the opportunity to meet English speakers and offer to act as their unofficial guide to your country?

I think you should say all that you read out loud in English or when you watch movies, recite what they just said in English.
Try taking a trip to Canada, the US, or Great Britain to learn more fluent English.
Just keep practicing and before you know it, you'll be more fluent in English than people who's first language is English.

Try an internet chat site in English. It is written but you'll be thinking and typing in real time.

If you are really serious about learning English you need a native speaker 'pen pal'. You can talk to them over Skype. This is the best way to become fluent in a language without going to the country itself.

My grandmother sent me to the US to live with my father. That's how I got real good in Speaking English. ;)

The best way to learn is to immerse yourself in an English-speaking country like the UK, Australia, New Zealand, Canada, or the US. Any of those places would be very good.
From how it sounds, you seem to be doing quite well with your writing (I think it's very good), and you should just keep practicing. A good idea is to watch a lot of English tv or movies so that you can learn slang and expressions should you choose to study somewhere.
