First, are there many English speakers arournd you, if yes, this is a good starting point. Speak english to them, don't be afraid.
Get a English Grammar book and read and review it. Read English books, newspapers, magazine and at the same try to increase your vocabulary with these activities. Watch movies, american t.v. programs and listen to the characters pronunciation. Listen to how you sound by reading out loud (maybe when you're alone). Other option, go to the library to get other resources to help with your English. These are things that you can do on your own. The best way to learn any language is to match yourself up with a tutor who is a native speaker of the language you want to learn and is of the opposite sex. I think the best way to learn english fluently is to hang around with people who speak english very well. Reading also helps. It wouldn't matter if you read literature or what. Any book will do and exercise by reading it aloud.
