Why do the colleges hire english teachers that cant speak english it is dumb. First if your in the US learn to speak english...second go work somewhere where you dont need to speak! ANy one else agree and want to add input!

Even I have to admit that it's pretty ironic to have a foreign English professor. However, there are many foreign professors who have little or no accent; therefore, not all would be unqualified for such a postion. While your professor is most likely very well educated, it would be a drawback to many students if he spoke with a strong foreign accent, especially when attempting to provide the correct pronunciation for a world. Also affected by his accent would be those students who have slight hearing impairments and many who are students from foreign countries themselves. You could request a transfer to another English class, if there were space available and it fit your schedule.

Thats just one of many things I'll never ever understand about America and I'M AMERICAN. It's mind boggling isnt it?? Our country basically caters to foreigners!!! HAHAHA Hilarious and sad at the same time.

LOL, I agree. If you're going to teach English, you have to speak it so everyone will know exactly what you're saying, whether you're foreign or not.

One possibility is that your college does not pay enough salary or has not a good enough reputation to be attractive to a native speaker. Most likely the person you got was the person best qualified of the applicants.
Another possibility is that this teacher speaking capabilities may be not the highest (at least you feel free to criticize) but has excellent thinking, reasoning and writing capabilities (quite possibly exceeding yours, I feel free to criticize you too).

Hell yea. My Spanish teacher is 100% caucasian. I think she learned all her Spanish in high school or college because she's definitely not fluent and it's so obvious. She talks more english than spanish and I haven't learned ish.

It depends what the professor teaches.

Is it grammar, literature, or writing?

Grammar should probably be taught by a native English speaker, although foreigners have the advantage that many are taught grammar from a young age, albeit in their native tongue, whereas the US focuses more on spelling.

Literature can be taught by anyone who is qualified to do so, really, and in writing classes, well, is s/he a good writer?

My question is why the hell do I have to press 1 for english when I call my credit card company or when the phone/cable company screws up my bill? Press 1 pfft what the heck is happening?

My English teacher in university was from some Eastern European country but he was qualified and that's what matters.
